1st Class Marine Engineer and has sailed on board various types of ships with Neptune Shipmanagement Services Pte Ltd (part of the NOL Group) from 1982 to 1989. He came ashore as technical superintendent with a local bunkering company and became a director in a marine consulting company. He established AMMships Pte Ltd in 1997 to provide ship management, ship operations and agency services. He also set up Labtechnic Testing Services Pte Ltd to provide fuel testing services for the oil industry. In 2005, he was President of the Society of Naval Architects and Marne Engineers Singapore. Besides running both companies, he gives presentations and talks on maritime issues at various forums, and does consulting work, such as providing expert testimony in court.

  • Marine Insurance – What are the Present and Future Challenges?

    The cost of insuring the vessel and the vessels operations is an increasing cost for owners and charterers, and the purchase of marine insurance covers often reflects an underlying legal or contractual obligation. For the past 15 years in a row, H&M underwriters have according to figures from IUMI failed to make an overall profit in a very competitive market. The prices of insurance must increase, by as much as 20%, but how will increased prices and possibly more limited covers affect an already depressed shipping market? The marine insurance industry has also been shaken by recent large losses, such as the recent accident with the passenger ferry Costa Concordia. The questions emerging are plentiful, amongst them whether or not insurers in the future will be able to or want to continue to provide covers for larger vessels and risks. The talk will give an overview of the present markets for marine insurance as well as the main challenges lying ahead.

    Ms Cathrine Bjune
    Assoc Prof, BI Norwegian Business School and Lawyer, MNA. Prior to joining BI, Prof. Bjune worked with a well known maritime law firm in London, the Central Union of Maritime Underwriters and the Skuld P&I Club in Norway. She is a frequent lecturer at Nanyang Technological University in Singapore and has organized and chaired numerous maritime executive training programmes and seminars both in Norway and overseas. Prof. Bjune is also the author of a number of books and publications relating to maritime transport, law and insurance.

    The shipping industry is consistently bombarded by challenges from many fronts. The global economy creates market pressures leading to overcapacity in many sectors and resultant declines in freight. Meanwhile regulators push forward with demands for lower emissions of greenhouse gases and cleaner ballast water discharges, whilst the pirates of Somalia prey upon ships transiting the Gulf of Aden and the Indian Ocean, hoping to capture seafarers for ransom. Thomas Timlen will give an overview of the current situation and the respective industry initiatives aimed at addressing these challenges.

    Asia Liaison Officer of BIMCO Asia Representative Office. Previously he has served as Head of BIMCO’s Security and International Affairs Department. Amongst positions held in Singapore he has served as a Visiting Research Fellow at the S. Rajaratnam School of International Studies, a graduate program of Nanyang Technological University. His career in shipping began in the Claims and Insurance Section of ScanDutchA/S. He has represented BIMCO during sessions of the IMO Maritime Safety Committee and Facilitation Committee as well as at sessions of the World Customs Organization and the International Organization for Standardization. He holds a BSc in Business Administration from Boston University.

He has over 25 years’ experience in the maritime industry in public and private shipping companies most recently as Group Head of Marine Planning & Analysis at Vela International Marine Ltd, the shipping arm of Saudi Aramco.

    The recent introduction of so-called ‘Daily Maersk’ by Maersk Line has had a domino effect on other shipping lines in terms of fleet operation. In this presentation, after briefly mentioning the trends in liner shipping markets together with liners’ strategies, the speaker would like to discuss the impact of the change of liners’ markets on container ports in terms of opportunities, challenges and the survival strategy for sustainability.

    Prof Dr Seong-Hyeok (Daniel) MOON
    INMARSAT CHAIR Professor of World Maritime University (WMU). Prof MOON earned his PhD degree in Port Economics from the Cardiff University, UK. His area of teaching and research interest has been closely related to ports in terms of management, operation and logistics. He also has a specialty in MET based upon his experiences in educating students at Korea Maritime University (KMU) where he has worked for more than 25 years.

    He has got a qualified First Class Navigation Certificate (non-limited) and been aboard the ship more than 10 years including experiences of a chief mate at HMM and a captain at KMU Training Ship. He has widely published articles and books which are concerned with ports and MET. He has been involved in many research projects for public organizations as well as private companies. He is a member of the Institute of Logistics and Transport and of the Chartered Institute of Transport and the International Association of Maritime Economists (IAME).

Founded on many years of co‐operation in providing highly successful BSc and MSc shipping degree programmes in Singapore and Norway, BI and NTU now present their Third maritime executive “short course”.

The course is designed for maritime executives who have recently started work in the marine industry, or who may have been in the industry for several years and now aspire to move up to a more challenging management role. The course was “sold out” in March 2011 and, as before, will be taught by senior academics from both BI and NTU together with leading marine industry professionals.

The course objective is to provide a balance of theory and market practice, re‐enforced through group discussion on topical case studies. The goal is to ensure active participation and understanding by engaging participants in a free interchange of ideas, questions and practical experience throughout the programme.

The planned learning outcomes are that participants will understand the roles of the many “players” in the shipping industry, the operational complexities and risks relating to ship owning and management (including the impact of ‘Green Shipping’), the manner in which ships are purchased and financed and how ships are then utilised to make money for their owners. Participants will also be aware of the critical importance of port logistics and management and they will have received an in depth introduction to maritime law and marine insurance as risk management tools. Finally, and most importantly, the participants will have gained the knowledge and confidence they need to advance their careers in what has sometimes been described as the world’s most challenging industry.

On successful completion of the course, participants will be awarded a joint NTU‐BI “Certificate of Participation”.

Around the middle of 2008, the World dry bulk market collapsed with the freight level at almost all sub-sectors experiencing a free-fall type of drop. In a space of a few months, the BDI went from over 11,000 point to less than 600. Many in the shipping industry were suddenly awakened from their dream with a shock. That dream began in the second part of 2002. Just like such tremendous collapse, the large scale and persisting increase of the freight market from 2002 was also unprecedented. Despite temporary ups and downs in-between, the market was at a very high level with a persisting upward trend for entirely 6 years, which had never happened before. Both the height and the duration of such a booming market were record breaking. Then a myth emerged that trade will never stop growing, and the shipping market won’t be down. As freight continued to hit new heights, such a belief was reinforced, amplified and accepted by an increasing number of people. More and larger ships were ordered, yards were full for years.

Maritime Public Leaders' Programme

The inaugural Maritime Public Leaders’ Programme, a joint effort of the Maritime and Port Authority of Singapore (MPA) and Nanyang Technological University (NTU), will be held on 21-29 July 2011. The Programme aims to provide a sharing and learning platform for up-and-coming senior officials in the maritime administrations as well as senior management in the maritime industry. Led by the academics from NTU and Lee Kuan Yew School of Public Policy, National University of Singapore as well as professionals from MPA and the maritime industry, the Programme encourages free interchange of ideas, opinions and practical experiences, as well as to foster tight networks with ports and maritime stakeholders in the region and beyond.
